About the Role

The Human Resources Manager will perform the daily functions of the (HR) department including hiring
and interviewing staff, administering pay, benefits and leave, and enforcing company policies and practices.

The position is also responsible for identifying, assessing, and making recommendations that will manage and mitigate the organization’s operational risks.

This position directly reports to the Financial Director, CFO.

Responsibilities for this position include

Human Resources:

  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education,

    and work assessments. This may include safety training, anti-harassment training, professional licensure, and

    aptitude exams and sertifications.

  • Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with

    departmental managers to understand skills and competencies required for openings.

  • Conducts or acquires background checks and employee eligibility verifications.

  • Implements new hire orientation and employee recognition programs.

  • Performs routine tasks required to administer and execute human resource programs including but not limited

    to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent

    management; productivity, recognition, and morale; occupational health and safety; and training and

    development.

  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or

    sensitive matters to the appropriate staff.

  • Attends and participates in employee disciplinary meetings, terminations, and investigations.

  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best

    practices; reviews policies and practices to maintain compliance.

  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources,

    talent management, and employment law.

  • Performs other duties as assigned.


Risk Management:

  • Reviews financial data and other information related to business operations.

  • Gathers and compiles data related to risk from internal and external resources.

  • Identifies potential risks by analyzing data, observing processes, and talking to staff.

  • Drafts and delivers reports and presentations outlining findings, identifying and explaining potential risks, and

    recommending solutions.

  • Implements appropriate risk assessment models or methodologies.

  • Assist in development and implementation of contingency plans to manage business interruptions, volatile

    events, and other emergencies.

  • Ensures and/or facilitates adequate communication concerning key risks.

  • Drafts and/or evaluates risk disclosures and similar documentation.

  • Maintains knowledge of existing and developing laws and regulations related to the organization’s industry;

    assesses and explains how new requirements may affect the organization in terms of risk exposure.

  • Performs other duties as assigned.

Position Qualifications

Education: Bachelor’s degree in, Finance, Business Administration, or industry-related is preferred.

*Industry certification in the field can be substituted for relevant degrees.


Experience: At least five years of related experience in HR and/or Risk Management, Legal.


Other: Must possess a valid driver’s license and have a good driving record.


The Housing Authority of Grant County has the discretion to accept any other equivalent combination of education and experience when relevant.

Job Details

Salary: $6,000 - $7,083 per month

Hours: 40hr per week, Monday – Thursday

Benefits Package: Includes medical, dental, vision, and life insurance; vacation and sick leave, plus PERS retirement and deferred compensation plan.
