Descriptions of Programs

The HAGC Waiting List

To qualify for housing assistance, families must meet federal income limits.
Families are accepted based on the date they apply. It is important to request an application as soon as possible, and keep your information up to date.

Low Rent Public Housing

The Low Rent Public Housing program allows the HAGC to offer affordable, decent, safe, and sanitary housing to families who meet eligibility criteria. The Housing Authority of Grant County owns and manages a number of units located in Grant County. Rent is based on 30% of the family's adjusted monthly income, less applicable utility allowances.

The Housing Authority owns and manages 17 projects with 217 units. The projects are located in Ephrata – 22 units, Soap Lake – 26 units, Grand Coulee – 51 units, Quincy – 39 units, Moses Lake – 44 units, Warden - 23 units, and Royal City – 12 units.

Housing Choice Voucher (Section 8) Rental Assistance

Housing Choice vouchers are funded by the Department of Housing and Urban Development (HUD) to help make decent, safe, and sanitary housing affordable to low-income families. Rent is based on 30% of the tenant's adjusted gross income, but may be slightly higher if the rent of the unit is greater than the payment standard.

Once a participant is issued a Section 8 voucher, he/she will look for a suitable dwelling unit to rent. To qualify, a unit must meet HUD Housing Quality Standards and be available for rent within the limits of the program. He/she may remain in the current dwelling if the unit is acceptable under the program and the property owner will agree to participate.

The Housing Authority has 237 vouchers

FSS Family Self-Sufficiency Program

The Family Self-Sufficiency program (FSS) was established by section 554 of the National Affordable Housing Act of 1990 to encourage communities to develop local strategies for helping families obtain employment that will lead to economic independence and self-sufficiency. To participate in FSS, families must be currently assisted through the Section 8 Housing Choice Voucher program.

After assessing the needs of families and the training and employment resources in the community, housing agencies and other local partners, such as the welfare agency, schools, and businesses, work together to develop a comprehensive program that can provide each FSS family with appropriate education, job training and other services to give the participating family members skills and experience that will enable them to obtain employment that pays a living wage. Anytime a family has an increase in earned income, which causes the rent payment to increase, that increased amount is paid by the tenant to the landlord, and an equal amount is deposited in an escrow account for the family.

Esperanza Migrant Labor

The Housing Authority owns and manages a unique project that provides housing to temporary agricultural workers. The project is located in Mattawa and has a total of 40 units. The units are 8’ x 40’ resembling singlewide mobile homes in appearance and are furnished with bunk beds, kitchenettes, air conditioners, and bathrooms with showers. The project is open from April through November of each year.

Larson Work Force Housing

More than 100 of housing units originally purchased from the U.S. Government remain owned by the Housing Authority, but have not been converted to some type of “program” housing. These units are rented at quasi-market rates. Available are, single family and duplex, (two, three, and four bedroom units)

Rural Development Projects

The Housing Authority owns five projects financed by USDA – Rural Development. Farmworker Larson and Section 8 Larson are in the Larson housing area, Beverly Lane Apartments is in Quincy, Farmworker Mattawa in Mattawa, and Karen Lane Apartments in Ephrata. All five projects require income-qualification and Farmworker Mattawa and Farmworker Larson require agricultural income.

Tax Credit Projects

The Housing Authority is general partner in ten limited partnerships and co-general partner in an eleventh, that own projects financed through the sale of Low Income Housing Tax Credits. The projects Wahluke Village and Priest Rapids Apartments located in Mattawa, Frenchman Hills Apartments and Jardin De Rosas located in Royal City, Baird Springs, Beasley Hills and Dawn Village Apartments located in Ephrata, Capehart-Wherry Apartments and Pershing Apartments located in the Larson housing area in Moses Lake, and Pelican Horn Apartments in Moses Lake. Construction and renovation has begun on Camas Court located in Soap Lake and Moses Lake.

Special Needs Projects

There are five units in the Larson housing area for the Developmentally Disabled.

Also owned are two single-family units in Ephrata, two single-family units in Grand Coulee, and Balsam Apartments in Moses Lake for the Mentally Challenged.

These projects are operated with the cooperation of Grant Mental Healthcare and Directions in Community Living.
